Job Accountabilities:
· Initially, preparing procedures and specialised operation descriptions in preparation for Offshore Operations activities;
· Visit to construction Sites
· Participating in the Integrated Commissioning and Acceptance Team (ICAT), providing training and actively taking part into Competence Growth of SP staff;
· Providing technical support to the Project on Commissioning and contributing to the Commissioning support for Start-up within the ICAT;
· Ensuring that the offshore production operations activities requirements are implemented according to production plan
· Ensure of the technical quality and accuracy of all work performed by personnel under ones supervision.
· Supporting the development and implement reporting procedures for plant units production data and operating conditions parameters
· Co-ordinating activities of Offshore plant operations, including but not limiting to, Crude Oil and Gas processing (Production/Injection Wells, Crude Oil Separation, Dehydration, Absorbers/Regeneration, Power Station, Utilities, Gas Compression, Flow lines and Trunk pipelines) and related systems, DCS control instrumentation and verifying that work is completed to required standards; and ensure that they are carried out in a safe/environmental and cost effective way
· Coordinating production operation activities with onshore and maintenance units as required
· Establishing production operations requirements and input these requirements to production operations plans
· Supporting the preparation and control of the OPEX budget for production operations related activities
· Promoting a positive approach to safety in all aspects of Production Operations which reinforces NCOC N.V. Safety Management Systems
· Directly responsible for plant operations personnel, day and night shift, and contractors personnel involved
· Manage offshore Emergency response activities;
Identify potential hazards or occurrences that may be damaging to personnel, environment, plant or production. Take immediate corrective action where possible and report occurrences to the Offshore Site Manager.
· Assure operational integrity, process safety is maintained following field feedback and promote continuous improvement to achieve a high level of Operational Excellence;
· Review and provide input to updates of operating procedures, instructions and job cards;
· Monitor work in their area of responsibility, participate in tool box talks and stop or suspend work if deemed necessary;
· Actively participate in the SAFER reporting procedure;
· Give support to work preparation, planning and scheduling activities, including Campaign Maintenance;
· Review and verify the testing of new/modified equipment, systems and machinery;
· Ensuring the provision of adequate resources to carry out activities e.g. special tools and materials for the area supervisors, operators and/or additional specialist operations support;
· Control of operations with poisons , including the account, acceptance, application, storage, transportation, using proper PPE and collective protective equipment during operation with poisons)
· Assist with preparation of the offshore operations budget and be responsible for control of that budget.
Management Responsibilities (if applicable):
· Directly responsible for the overall offshore operations team of around 54 supervisors, operators and contract staff;
· Input into the technical training of National Area Operators and competence assurance scheme;
· Mentor offshore production staff recruited in the Special Programme (SP);
· Establishing the requirements of specific training programmes for upgrading the skill of National Operations staff;
Support and implement Production Staff recruitment, Competency Assurance, Training & Development Plans.
Qualification & Experience Requirements:
· Engineering Degree / Diploma or similar level of education;
· Minimum 8 -10 yrs experience in upstream oil and gas industry, with 5 years of supervisory experience in offshore production operations.
- Knowledge and experience of Production Operations particularly in, wells, Crude oil and Gas processing (Production/Injection Wells, Crude Oil Separation, Dehydration, Absorbers/Regeneration, Power Station, Utilities, Gas Compression, Flow lines and Trunk pipelines) and related systems and in DCS control instrumentation;
- Knowledge and experience in operating plant machinery and associated systems;
Qualification to operate in presence of toxic substances and H2S;
- SIMOPS management
- Knowledge of process related principles, P&ID’s, Operating Integrity and Process Safety;
- Knowledge of preventive/predictive, corrective and diagnostic maintenance techniques;
- Knowledge and experience in ER operations;
- Experience in coaching, mentoring and assessing national workforce;
- Management of contractors and vendors.
· Significant experience in Oil & Gas plants Design and Operation;
· Knowledge of local and international codes and regulations regarding mechanical systems and equipment;
· RoK Blue book certified (training and assessment will be provided if required);
· Medical Certificate of Fitness;
· Valid BOSIET Certificate (Basic Offshore Safety Induction& Emergency Training) or equivalent;
Previous experience in Caspian Area would be beneficial.
